3rd-4th December, 2008: Regional Workshop on Good Governance in Civil Society Organisations in Bhubaneshwar, Orissa |
Regional Workshop on Good Governance in Civil Society Organisations was organized by VANI in association with Irish Aid and PREM in Bhubaneshwar, Orissa on 3rd -4th December, 2008.
The objective of the workshop was to sensitise, educate and motivate members of Civil Society Organisations on the value of good governance and to follow self prescribed norms and good practices of Governance and Management. The workshop was attended by 47 participants from the East Region of India, states including Bihar, Chhattisgarh, Jharkhand and West Bengal and Orissa
The key eminent speakers at the workshop were Mr. Jagadananda, State Information Commissioner, Government of Orissa; Mr. Jacob Thundyil, President, PREM & Board Member VANI; Mr. Pratap Bhai, Secretary, SGVS & Board Member VANI ;Mr. Satish Girija, Secreatry, NBJK, Jharkhand; Mr. Parbodh Mohanty, Care India, Mr. Paresh Tewary, CEO, VANI, and many more.
The workshop sought to promote issues of Good Governance amongst Voluntary sector including its members /non members. The content of the workshop focussed on Ethics in CSO Governance; The Board and Governing Body ; Accounts and Accounting Procedures ; Adherence to Legislations / Statutory Compliance; Programme Accountability; Role of media in promoting Good Governance.
The workshop was well received by the participants.

25th November, 2008: One World Trust & VANI Workshop on Accountability for Civil Society Organisations; New Delhi |

VANI, in association with One World Trust, UK organised a workshop on accountability for CSOs. The objective of this workshop was to identify common principles of accountability for CSOs in India and facilitate the sharing of lessons and good practice on how to implement these principles within organisations. The workshop will also feed into the development of a toolkit for CSOs in India that will provide support and advice on how to put accountability into practice. The workshop was attended by over 40 participants from 30 organisations.
Learning Objectives
The workshop aimed to add towards learning on:
- Common principles of accountability for CSOs
- The mechanisms and tools available to CSOs to put accountability into practice
- Processes of setting up accountability mechanisms in organisations of different sizes and levels of organisational capacity.

18th November, 2008: "ADVOCACY WITH GOVERNMENT AND STRENGTHENING GRASSROOTS GOVERNANCE", Peer Learning tour to India by Indonesian NGOs-EXPOSURE VISIT INDONESIAN DELEGATES To VANI |
A group of 5 delegates from IMPACT, YAPPIKA and ADF in Indonesia visited VANI office as a part of their Exposure Visit to India. The visit was prepared as a part of the capacity development initiative for the Acehnese Civil Society Organization Strengthening (ANCORS) Project.
The objective of this visit was to increase and to enrich the knowledge of ADF, IMPACT and YAPPIKA (organisations in Indonesia) to fulfil their mandates as supporters of local CSOs, particularly in issues such as organizing civic movement for policy advocacy, the promotion of good and accountable government, human development and livelihood.
CEO, VANI shared the scenario of the Indian Civil Society. He focused on Role of CSO especially Voluntary Action Network India and its key domains that are Networking, Policy Advocacy, Information dissemination and membership.
The delegates found the workshop participative, interactive, relevant and useful.

4th & 5th November 2008: State Consultation on National Policy on Voluntary Sector, Roopnagar, Punjab |
VANI, in association with ARPAN, organized a State Consultation on National Policy on the Voluntary Sector on 4th & 5th November 2008 at Youth Hostel, NYK, Roopnagar (Punjab). Altogether 60 NGO representatives from different parts of the state attended the meeting. Ms. Harwinder Kaur gave welcome address and briefed about the objectives of the two-day consultation meeting. Mr Avinash Rai Khanna, Member of Parliament was present as chief guest in the meeting & gave his inaugural address. Mr. Vijay Puri, Vice Chairman, NGO Cell, Government of Punjab was the Special Guest. Mr. Avinash Rai Khanna said that he will unquestionably take the lead to debate & discuss with the government for the state policy on the Voluntary Sector. Mr. Paresh Tewary, CEO, VANI briefed about the constitution & salient features of the National Policy on the Voluntary Sector. Mr. Manmohan Sharma, Executive Director, VHAP, Mr. Surinder Singh, KHETI VIRASAT, Napa, Ms. Lakhvir Kaur, Social Care & Development Society (SCDS), Chandigarh, Mr. Jagtar Singh, Member, CAPART, Chandigarh, Mr. Kuldip Chand, Director, ARPAN, Mr. Surinder Saini, Youth Coordinator, Nehru Yuva Kendra (NYK), Chandigarh were some of the other important speakers during different sessions of the meeting, who presented their views at length. The entire proceedings of the consultation meeting was covered by the noted print media from the state such as Punjab Kesari, Hindustan Times(English), Rozana Spokesperson, Hindustan(Hindi), Dainik Jagran(Hindi), Dainik Bhaskar(Hindi), Amar Ujala(Hindi) and Tribune(English). A committee was constituted for drafting the state policy on voluntary sector in Punjab. |
27th to 30th October 2008 : International Convention of NGO National Platforms, Paris, France |

More than 100 national NGO platforms representatives of 82 countries, decided to adopt an action plan to facilitate cooperation and solidarity between national associations of NGOs from the 5 continents. On the occasion of the international Conference of NGO national platforms organized from 27th to 30th October in Paris, France they created a Forum of National NGO platforms.
This Forum aims at facilitating cooperation between national platforms and regional coalitions of NGOs at the regional, Inter-regional and international levels through common advocacy and capacity building actions.
Acknowledging their diversity, they decided to capitalize on the action led by the 5 platforms who launched the process and to move into a transitory phase aiming at deepening the structuration of the Forum and the definition of its goals and the organization of its governance.
Mandated representatives agreed:
- On a common grid of criteria to define what is a national NGO platform (that still needs to be amended and endorsed)
- To study ways to strengthen the weakest national NGO platforms, protect the right of association and facilitate exchanges to promote best practices (notably through capacity building actions to promote best governance practices within national NGO platforms):
- through bilateral cooperation between counterparts to be discussed among each national NGO platforms (notably through the website www.ong-ngo.org)
- solidarity action when the right of association is threatened in one specific country
- though the launch of a study questioning the possibility of creating a multi-stakeholders trust fund:
- Identifying expectations and needs of national platforms
- defining the modalities of cooperation between national NGO platforms
- identifying the possible political and administrative procedures for the creation of such a fund
The Forum of National NGO platforms will be animated by a "Facilitation group" mandated for a two years period.
This Facilitation group is composed of the 5 historical platforms who launched the process; ABONG (Brazil), ACCION (Chile), CONGAD (Senegal], Coordination SUD (France), VANI (India) along with new representatives of Pacific islands (PIANGO), North America, InterAction (USA), MENA, Espace associatif (Morocco) and Central Africa, Democratic Republic of Congo (CNONGD), and Southern Africa (SADC-NGO Council).
3. To continue to develop and to use the International Resource Centre as a working and participative tool, facilitating communication between national NGO
4. To work on 6 issues (or any other issues suggested by any national NGO platforms) with our members through ad hoc coalitions on the following
- ODA - development financing Climate change
- Regulation of agricultural markets
- Access to water and sanitation
- Conflicts Prevention and resolution
- Fight against social exclusion and Inequalities
NGO platforms who decided to work on one of the following issues will be contacted and included in a thematic making list to facilitate circulation of information and preparation of advocacy positions. An agenda will be suggested to each involved NGO national platform to prepare international governmental and non governmental events, notably tacking into account 2015 as a main target. Focal point and secretariat will be defined
Future Agenda or possible meetings for the next three months between national NGO platforms
- Doha (November 29th - December 2nd)
- World social Forum (end of January 2009)

VANI’s ANNUAL NATIONAL CONVENTION 2008 :
Peace Building, Conflict Resolution and Role of CSOs

VANI’s National Convention was inaugurated by His Excellency, Ranjit Shekhar Mooshahary, Governor of Meghalaya who was the Chief Guest for the event.
The focus of the discussions during the convention was on improving understanding of conflicts and building capacities for peace-building and conflict resolution through advocacy and partnerships. There was a special focus on and participation from all the states in the north-eastern region. The convention was attended by around 300 participants.
This convention sought to provide a platform for community members, peace practitioners, academicians, and policy makers to share knowledge, experiences and ideas on peace building and conflict resolution. It also tried to bring about a deeper understanding of conflict at the local, regional, and national level and to explore critical factors and pre-requisites for the effectiveness of civil society interventions. |

International Peer Learning Event: Building Civil Society Together: Tools, Strategies, and Resources. For Associations of Civil Society Organizations |
| VANI participated in ‘The International Peer Learning’ event that brought together policy experts,
practitioners and CSO managers from eight countries around the world (India, Israel, Philippines, England, Cambodia, Australia, China and Zimbabwe) to discuss issues and challenges regarding CSO effectiveness. The main issues discussed during the event were: Strategies for collaboration within the Nonprofit Community; managing relationships and collaborating with Government, business, and multilateral Bodies; Collaborating to develop standards of accountability. |
Seminar on Good Governance and Networking for Social Development: The Indian and Philippine Experience |

VANI, with CODE NGO, Philippines organised a workshop in Manila on 20th and 21st August, 2008. The objectives of the workshop were:
- To gain mutual understanding of the NGO sector situations in both countries, India and the Philippines, particularly on issues related to networking and good governance.
- To explore/identify common areas of interest concerning good governance and accountability on which both countries can continue to share and exchange information, experiences and lessons or work together on common projects.

THE UN GLOBAL COUNTERTERRORISM STRATEGY:
RAISING AWARENESS AND EXPLORING THE ROLE FOR CIVIL SOCIETY IN CONTRIBUTING TO ITS IMPLEMENTATION |

VANI participated in the meeting at UN Plaza New York on 21st – 22nd July 2008, exploring the role that Civil Society Organisations (CSOs) can play in implementing the UN Strategy. Convened by Center on Global Counter Terrorism Cooperation and sponsored by Governments of Sweden and Germany the workshop had representatives from around the world and different parts of the UN system. All contributed their rich experience and inputs.
This meeting was convened under the Chatham House Rules. Perspective of Paresh Tewary (CEO, VANI).
Participants discussed
1) the role that CSOs can play in implementing the Strategy across all four of its pillars and on how more clearly to define (and perhaps expand)the role, while avoiding any pretense of instrumentalizing CSOs;
2) the negative impact that certain counterterrorism measures (CTMs) adopted by some states have had on the ability of CSOs to operate;
3) the challenges that need to be overcome to allow deeper engagement between CSOs and the UN system in the context of the Strategy and how to overcome these challenges; and
4) the benefits that might accrue to CSOs as a result of their more active support for the implementation of the Strategy.

VANI organized a state level consultation
on National Policy on the Voluntary Sector on
2nd & 3rd July 2008 at Guwahati in association
with CASA, Assam. Ms. Bondita Acharya of Indo
Global Social Service Society gave the welcome
address. There were 30 NGOs representatives
from different locations of the state attended
this meeting & dwelt upon their views.
Mr. Paresh Tewary, Chief Executive Officer of VANI, introduced the Consultation Workshop and briefed about the aim and objective of the programme. Shri. Natwar Thakkar, Mr. Walter Fernandez, Renu Sereng, Dilip Sharma and Anurita Pathak were the key speakers at the different session of the consultation workshop.
A team of 15 elected members formed a State Core Committee to sketch a draft state policy in association with the Government of Assam and this committee will prepare the road map of implementation of the Policy in the State. Mr. A. K. Goldsmith (CASA,Guwahati) is the Convener of the State Core Committee.

VANI works to promote practice of good governance in the voluntary sector and as part of its broad activities. The aim is to spread the issues of good governance—legitimacy, transparency and accountability—and to promote participation of marginalized people in decision-making processes.
It is in this context that VANI has organized a Regional workshop to promote issues of Good Governance among its members /non members in the Northern Region on 27th -28th June, 2008.
Objectives of the workshop:
- To promote the practice of good governance within civil society organisations for greater participation and representation of their constituents.
- To promote financial and programme accountability, constitution of board and its representation – roles and responsibilities, adherence to legislations and reporting among CSOs.
- To promote sharing between participants their practices on good governance and credibility building.
- Image building of civil society organisations.
The workshop was attended by around 50 participants including representatives from Jammu & Kashmir, Himachal Pradesh, Uttrankand, Uttar Pradesh and Delhi.

At the CIVICUS World Assembly, participants from National Associations around the world got together to discuss and analyse modes and mechanisms of engagement with all tiers of Government. The assembly was an attempt to scope the various forms of relations between governments and national associations and to identify internal capacity needs as well as suggesting guidelines and recommendations aimed at improving the terms of engagement between national associations and governments. VANI represented India in this assembly. |

VANI organized a state level consultation on National Policy on the Voluntary Sector on 22nd & 23rd May 2008 at Dehradun in association with DISHA social organization, Saharanpur (Uttar Pradesh). The objective of the two-day consultation was to share and debate on the National Policy on Voluntary Sector with prominent Non-Government Organizations of Uttarakhand, along with an interface with the state government, so as to initiate and arrive with a similar policy document for the state. The workshop was inaugurated by the chief guest Harbans Kapoor, the Speaker, Uttarakhand Assembly by lighting the lamp. There were 60 NGOs representatives from different locations of the state sharing their views.
The consultation process began with the formal welcome address & presentation on broad framework of the consultation by Mr. K.N.Tiwari, Director, DISHA Social Organization. Mr. Paresh Tewari, the Chief Executive of VANI, introduced the subject and spelled out the aim and objective of the consultation workshop. Mr. Avadhesh Kaushal (RLEK), Mr. R.R. Fartardo (SMTA), Mr. J.M.Singh (MAMTA), Ms. Vibha Puri Das, Principal Secretary, Rural & Forest Development (Govt. of Uttrarakhand), Mr. Cyril R. Raphel (SBMA), Ms. Renu Thakur (ARPAN), Mr. Pooran Bertwal, (SAMBANDH Network), Mr. Mahendra Singh Kunwar (HARC), Mr. Soloman Prakash (UKVHA), Ms. Madhu Singh (OPEN), Mr. Pawan Gupta (SIDH), Mr. Diwakar Bhatt (UPVAN) were the important speakers at the different session of the consultation workshop.
At the end of the workshop it was unanimously decided to form a ten member’s state level core committee to develop & prepare a draft policy document on voluntary sector for the Uttarakhand state. The core committee members will take on board their own point, and then thrash out amongst themselves and later discuss with the government to have the final draft policy. It was decided that the members will give their suggestion on the policy before 10th June followed by convening a meeting on 14th June to decide future course of action on the policy document.

7th & 8th May, 2008: State Consultation on National Policy on Voluntary Sector, Imphal, Manipur |

VANI in association with MASS EDUCATION-West Bengal organized a two-day state consultation meeting on National Policy on Voluntary Sector at 1st Battalion Manipur Rifles Banquet Hall on 7th & 8th May 2008. Mass Education took the initiative to involve member of Civil Society of Manipur, NGOs including Trade Union Leaders, Political Leaders, Lawyers Association, Cultural organizations, Youth Association, Journalists etc. to discuss the issue on voluntary sector and make the issue in public. The consultation meeting was inaugurated by Dr. S. Budhi Chandra, the speaker of Manipur Legislative Assembly by lighting a candle. There were 300 participants from all NGOs of life. The meeting began at 10.30 A.M.
The key eminent speakers on the occasion were Mr. Paresh Tewary, CEO (VANI), Mr. Sukumar Singh, Secretary (Mass-Education), Dr. Nara Singh, Ex-Minister (Manipur), Dr. Lalit Kumar, Deputy Advisor (Planning Commission, Government of India), Dr. Ashok Sarkar, Consultant (PRIA) Mr. Sardendu Banerjee, Mr. Abanish Kumar & Mr. L. Kerani.
A team of nine members include Mr. Paresh Tewary, Dr. Nara Singh, Mr. Sukumar Singh, Mr. Saradindu Banerjee, Dr. Ashok Sarkar, Mrs. Shila Singh, Mr. Yaima Singh, Mr. L. Kerani and Mr. Abanish Kumar met the Governor of Manipur, Dr. S.S. Sidhu on 6th May at 4.30 P.M. to apprise him of the forth coming state consultation meeting on voluntary sector and sought for his initiative to make the issue more popular and formulate a similar policy for the state. In order to bring attention of the public through media a Press Conference was organized on 4th of May at 4.00 P.M. at the Press Club where leading Print & Electronic Media had been briefed about the objective of this meeting on National Policy on Voluntary Sector and been urged to publish article and news about the voluntary sector so that voluntarism is encouraged and an opinion is formed to create pressure on the State Government to make state policy on voluntary sector. About 20 members of the local Press participated in the Press-Conference. The entire proceeding of the two day consultation was covered by press reporters.
At the end of the meeting a state level core committee comprise of 30 members elected & given the responsibility to prepare draft state policy on voluntary sector and taken decision to ask for state government approval. |
23rd April, 2008: State Consultation on National Policy on Voluntary Sector, Shimla, Himachal Pradesh |
VANI with Society for Environment & Rural Awakening (ERA) and Mountain Forum Himalayas (MFH) organized a two day Consultation on National Policy for Voluntary Sector at YMCA Shimla. Participants from 40 Voluntary Organizations (VO’s) from different parts of Himachal Pradesh were present at the event. The consultation was inaugurated by Dr. Ramlal Markande- Former Minister, Himachal Pradesh Government.
Key eminent speakers on the issue were Mr. Paresh Tewary, CEO, (VANI), Shri. Parsram Ramesh (Exec. Dir. LKM), Shri Dr. Ramlal Markande, Ms. Sadhna Gautam (Mahila Vikas Mancg, Chamba) & Shri. Sukhdev Vishvpremi(RTDC), Shri Sushil Kumar Sharma, Exec. President, Academy of Hill Development Sciences.
The entire proceeding of the event was covered by press reporters from noted news agencies like Punjab Kesari, Ajit Samachar, Channel9, City News, Divya Himachal, Zee Himachal to name a few who covered the entire proceeding of the event.
The participants of the workshop elected a core committee of 7 people who will work on creating a Draft policy, to be adopted for the state of Himachal and will submit the same to the govt. The process is planned to be time bound for which the meeting of the core committee members is scheduled in YMCA on 24th April 2008. |

: DEFINITION OF CHARITABLE PURPOSES UNDER THE CURRENT BUDGET |
The current Budget
proposes to amend the definition of "Charitable Purposes"
under section 2(15).This has raised certain issues and concerns
amongst Voluntary Organisations. To address this issue Voluntary
Action Network (VANI) organised a meeting on Monday, 7th
April, 2008 at VANI Secretariat.
The meeting was attended
by Financial Heads / Representatives of 15 organisations which
included Helpage, FMSF, AccountAid, Resource Alliance, Centre
for Science and Environment, CAF-Charities Aid Foundation,
Toxics Link, DEEPALAYA, People's Institute for Development
and Training, Plan India , Indo-German Social Service Society
(IGSSS).

The
purpose of the meeting was:
- To identify the different concerns of Voluntary Organisations
with respect to the proposed amendment in definition of
"charitable purposes" proposed in Union Budget,
2008.
- To plan out a strategy to put forward these concerns in
the office of the Finance Minister; Chairman, CBDT and
Members, Standing Committee.
A number of inputs
and views were shared across the table in understanding the
nature as well as interpretation of this amendment. It was
felt that the amendment in the definition of charitable purposes
in the proposed Budget, 2008 would impact the Voluntary Sector
in ways more than one. Consequently, it was decided that FMSF
and AccountAid in association with VANI would draft a Memorandum
to be submitted to the Finance Minister; Chairman, CBDT. In
addition to this, VANI would continue its advocacy /information
dissemination initiatives among member organisations in regarding
the issue. |

Jan 2008, Consultation
on the FCR Bill 2006

VANI organised a consultation
on the FCR Bill 2006 on 30th January 2008 at India International
Centre (IIC) since this bill was likely to be placed before the
parliament in the 2008 Budget session. The consultation was an opportunity
to meet, raise our concerns and share the same with Government and
authorities.

Consultation on pre-budget memorandum and Simplification
of tax laws for the voluntary sector |

VANI
has been advocating with CBDT (Central Board of Direct Taxes) to
simplify tax laws for voluntary sector for some time now. In June
2006 VANI and FMSF had jointly organised a consultation to review
tax exemptions/deductions for voluntary sector, as proposed by CBDT.

VANI initiated a national debate on the policy to increase awareness about it and to ensure its proper implementation and looking at ways of advocacy so that this policy is adopted by State Government at the state level.

The purpose is to build an understanding on the national policy among the voluntary organization in states, to understand the view points of Voluntary Organizations on the national policy for the states and to create a platform for advocating with state governments for the adoption of the policy at state level.
